Living in Hampstead NC: Pender County Coast Guide

The short answer: Hampstead is an unincorporated community on US-17 in Pender County, about 17 miles northeast of Wilmington and 25 miles southwest of Jacksonville. It sits on Topsail Sound and the Intracoastal Waterway, with Surf City and Topsail Island a short drive away. You get more room and newer subdivisions than much of Wilmington, but you trade that for US-17 traffic until the Hampstead Bypass is finished, which NCDOT is targeting for 2030.

A little Hampstead history

Hampstead is older than its new subdivisions make it look. The area was first known as Sloop Point and was settled in the 1730s. The name Hampstead comes from a plantation John Mott established here around 1740. One of the earliest Revolutionary War battles in North Carolina, Moores Creek Bridge in 1776, was fought in Pender County, and the battlefield is a national park site today.

For most of the 1900s, Hampstead was small and rural, built around farming and fishing. You can still feel that in the side roads, the creeks and the wooded lots off US-17, even as new neighborhoods fill in around them.

Buddy's take

Hampstead gives you the big city, the beach and the countryside all within reach. Wilmington is to the south, Topsail Island is just up the road, and you can still find a back road with pine woods on both sides. That mix is hard to find, and it's the reason Hampstead keeps showing up on buyers' lists.

Where Hampstead is and how it's laid out

Hampstead stretches along both sides of US-17 between Wilmington and Jacksonville. On the east side, the land runs down to tidal marsh, Topsail Sound and the Intracoastal Waterway. On the west side, you'll find pine woods, farmland and newer neighborhoods spreading inland toward NC 210.

It is not a town. Hampstead has no mayor or town council. Pender County handles police, fire and EMS, schools and, for most addresses, water and trash. That keeps the local government simple, but it also means there's no town-level zoning board just for Hampstead. Growth decisions go through Pender County.

The area has grown fast. The 2020 Census counted 7,016 people in the Hampstead census area, up from 4,083 in 2010. Most of that growth has come in new subdivisions, many with homeowners associations that handle things a town might handle elsewhere, like common areas, entrance landscaping and pools.

The kinds of homes you'll find

  • Golf course neighborhoods. Olde Point, off US-17, is built around the Olde Point golf course. Belvedere Plantation, closer to the sound, grew up around the Belvedere Country Club course.
  • Sound-side and waterway properties. Homes on or near Topsail Sound and the Intracoastal Waterway, some with private docks. These are the highest-priced properties in the area and the ones where flood zone and insurance matter most.
  • Newer production subdivisions. Single-family homes from regional and national builders, mostly on the inland side of US-17, usually with an HOA.
  • Older homes and land. Ranch homes on larger lots, manufactured homes and wooded land, mostly off the side roads. If you're looking at raw property, ask about septic, wells and road access before you fall in love with it.

Getting around: US-17 and the Hampstead Bypass

US-17 is Hampstead's main street, its commuter route and its biggest headache. Almost everything, from groceries to the schools to the drive into Wilmington, runs along it.

The fix is the Hampstead Bypass, a four-lane freeway being built west of the current highway. Here's where it stands as of 2026:

Piece of the projectStatus (2026)
Military Cutoff Road Extension (US-17/Market St. near Ogden to NC 140)Open since September 2023
Northern section (NC 210 north to US-17 above Hampstead)Under construction since 2022; NCDOT says the first segment, NC 210 to Sloop Point Loop Road, is expected to open in late 2027
Southern section (NC 140 to NC 210)Under construction; whole project targeted for 2030

Planned interchanges include NC 140, NC 210 and Hoover Road. Once it's done, drivers headed to Wilmington will be able to stay on the bypass down to NC 140 and the Military Cutoff Road Extension instead of crawling through every light on US-17. Until then, expect construction traffic shifts. You can follow the work on NCDOT's project updates.

Distances that matter

  • Wilmington: about 17 miles southwest on US-17.
  • Jacksonville and Camp Lejeune: Jacksonville is about 25 miles northeast. Camp Lejeune and Marine Corps Air Station New River are both up that way, which is why a lot of Hampstead buyers are weighing the drive north against the drive south.
  • Surf City and Topsail Island: NC 210 heads east from the Hampstead area to Surf City and the island.

Drive time depends heavily on time of day and construction, so don't trust a map app at noon. Drive it at the hour you'd actually go to work.

Buddy's take

Hampstead is a lot of what people picture when they say they want to live on the coast. There's just something about living near the water. But I'll tell you what you need to hear, not what you want to hear: US-17 at rush hour is real. If you're working in Wilmington or out at Camp Lejeune, drive that commute before you sign anything. The bypass is going to change this area, and I think for the better, but it's not done yet.

Water, parks and things to do

Topsail Sound and the Intracoastal

Hampstead's east side faces Topsail Sound and the Intracoastal Waterway, so boating, paddling and fishing are part of everyday life here. Some sound-side neighborhoods have community docks or boat ramps, and some homes have private docks. If water access is why you're moving, ask exactly what access comes with a property: a private dock, a shared community dock, a boat slip, or simply being nearby.

Topsail Island beaches

Topsail Island, with Surf City, Topsail Beach and North Topsail Beach, has about 26 miles of publicly accessible beaches. For a lot of Hampstead residents, that's the "local beach."

Hampstead Kiwanis Park

Pender County's Hampstead Kiwanis Park on Sloop Point Loop Road is the area's largest park, at 53 acres. A 2025 expansion added six tennis courts, four pickleball courts, two basketball courts, two multipurpose fields, a longer multi-use path and a reservable picnic shelter.

The NC Spot Festival

Every fall, Hampstead throws a party for a little fish. The spot is a small saltwater fish in the drum family, usually under 10 inches long, and it runs along this coast in the fall. Locals have been frying it for generations. The North Carolina Spot Festival celebrates it with spot plate dinners, live music, vendors and kids' rides on the festival grounds at 14221 US-17. In recent years it has been held the first weekend of November, and proceeds have gone to support Hampstead and Surf City schools. Check the dates each year.

Golf

Hampstead has more golf than most towns its size, and every course sits inside or next to a residential neighborhood:

  • Belvedere Country Club opened in 1972. It's an unusual 18-hole layout with six par 3s, six par 4s and six par 5s.
  • Olde Point opened in 1973. It's a semi-private, par-72 course, with tee times favoring members.
  • Castle Bay is a Scottish links-style 18-hole course with no trees, lots of bunkers and waste areas, and wind that's part of the game.

If you're buying on a course, ask whether golf membership is tied to the home, what the HOA covers, and how the course has handled ownership changes over the years.

Poplar Grove, just down the road

Historic Poplar Grove sits on US-17 at Scotts Hill, a few minutes south. It runs an open-air market and seasonal festivals, usually from March through November, plus Halloween ghost tours and a holiday light festival called Merry & Bright in late November. The Abbey Nature Preserve next door has a 2.4-mile walking trail. Our Scotts Hill guide tells the story.

Dining and shopping

Day-to-day shopping and dining sit along US-17: grocery stores, local seafood spots, casual restaurants and service businesses. For bigger shopping trips, people head south to Porters Neck and Mayfaire in north Wilmington, or north to Jacksonville.

From a neighbor

"Another thing we love to do is go out on the water. We take the boat out, go fishing, cruise up and down the Intracoastal, stop in at a restaurant to eat."

— Wendy Hall, moved here from St. Thomas, U.S. Virgin Islands

Schools

Hampstead is served by Pender County Schools. The Topsail-area schools include Topsail Elementary, South Topsail Elementary, North Topsail Elementary, Surf City Elementary, Topsail Middle, Surf City Middle and Topsail High School. School lines can change as the county grows, so confirm the assignment for the exact address with the district before you buy.

Flood, insurance and storms

Hampstead runs from high, wooded ground near US-17 down to marsh at sea level. Two homes a mile apart can have very different flood risk.

  • Look up the flood zone for the exact address on the North Carolina Flood Risk Information System or FEMA's Flood Map Service Center.
  • Get an insurance quote before you make an offer. Homeowners, wind and hail, and flood coverage can add up near the sound. A licensed insurance agent can tell you what a specific property will cost to cover.
  • Ask about storm history. Did water ever get into the house or the crawlspace? Has the roof been replaced? Sellers in North Carolina fill out a disclosure statement, and your inspector can look for signs of past water.

Taxes and utilities

Because Hampstead is unincorporated, you pay Pender County property tax but no town tax. Pender County kept its rate at 73.75 cents per $100 of assessed value in the budget adopted in June 2026. Don't compare that number straight across to New Hanover County, because counties assess values differently. Compare actual tax bills instead. Our property tax guide walks through it.

Most addresses get water from Pender County's utility system, but some properties are on private wells and septic systems. Pender County's 2026 budget raised the base water rate, so ask a seller for a recent utility bill.

Before you decide

  • Drive US-17 at rush hour, both directions, on a weekday.
  • Check the bypass map. Know how close the new freeway runs to the property, and where the nearest interchange will be.
  • Look up the flood zone for the exact address and get an insurance quote before you offer.
  • Confirm school assignment with Pender County Schools for the exact address.
  • Read the HOA covenants: fees, fence and boat or RV parking rules, and short-term rental rules if you plan to rent.
  • For land or older homes, ask about well, septic, soil and road maintenance.
  • For waterfront, confirm dock permits, water depth at low tide and any shared-dock agreements.

What newcomers don’t realize: how much life in Hampstead runs on the water, the weather and US-17.

Hampstead and the Topsail Sound area are beautiful. You’ve got marsh views, sound-front sunsets, boats tied up at backyard docks, and Topsail Island just a short drive away. It’s easy to fall in love on a calm spring day.

After you’ve lived there a while, you start to notice a few things.

The water sets the rhythm. Tides decide when you can get your boat in and out of some creeks. Wind decides whether the sound is glassy or rough. People here plan fishing, boating and even their weekends around the water.

The weather matters more. Being close to the coast means taking storm season seriously. You’ll want a plan for hurricanes, a good understanding of flood zones, and solid insurance in place. And if you’re near the marsh, you’ll get to know the no-see-ums on warm summer evenings.

US-17 is your lifeline. Almost everything runs along it, from groceries to commutes into Wilmington or up toward Jacksonville. When traffic backs up, you feel it. Locals learn the best times to drive and keep their errands close to home.

The community is closer than people expect. Hampstead still has a small-town feel. People know each other at church, at ball games and at the local restaurants. Many families come here for the schools and the slower pace, and they stay because of the people.

My advice: before you buy, visit Hampstead on a weekday afternoon and again on a summer weekend. Check the flood zone and insurance on any property you’re serious about. And if you want water access, ask how the dock or creek works at low tide. Those few steps will help you find a place you’ll love long after the first summer.

For military buyers

Hampstead sits between Wilmington and the Jacksonville bases, so it's on a lot of military buyers' lists. Our military relocation guide covers timing, VA loans and what to look for.
