RALEIGH, N.C. &mdashStarting Dec. 1, texting while driving could cost you.

Gov. Bev Perdue on Friday signed into law a bill that bans drivers from text messaging or sending e-mails with their cell phones.

Thirteen states and the District of Columbia currently prohibit text messaging by drivers, nearly double the number just four months ago, according to the national Governors Highway Safety Association, which represents state highway safety agencies.

Supporters of the legislation say texting drivers often look down to type or keep an unstable hold on the steering wheel while typing with both hands.

Under the law, drivers would have to either pull over or wait until they have stopped their vehicle before they could text or e-mail. Violators could face a $100 fine, plus court costs.

School bus drivers, who are already barred from cell phone use on the road, would now be subject to the texting ban as well.

The bill, which narrowly passed in the Senate last week by a vote of 30-18, makes exceptions for emergency responders, as well as people who use voice-activated technology or access global navigation systems.

Rates on 30-year mortgages dropped in the past week to match a record low set in April, while the 15-year home loan rate fell to a new all-time low, home funding company Freddie Mac said on Wednesday.

Sales of new homes rose last month to the highest level in more than a year as strong activity in the South made up for weakness in the rest of the country.

The Commerce Department said Wednesday that sales rose 6.2 percent to a seasonally adjusted annual rate of 430,000 from an upwardly revised 405,000 in September.

GOBBLE! GOBBLE!

Remember when you were a teenager leaving the house on a date? Your parents' last words as you went out the door were, "We'll leave the light on for you". Think about that. So what if they did or didn't leave the light on? Their words were really more of a verbal hug. They cared about you - wanted you to know it - and applied the hug with kind words.

With Thanksgiving in just a few days, why not take the time to "leave the light on" for someone who may not get many hugs? There's still time, and it's easy.

First, learn who needs hugs. Check with your local fire, police, or sheriff's department. Ask whether they know of three or four families or individuals who could use a hug. Ask also whether they would consider delivering your hugs at the appropriate time. Two groups stand out as needy - the elderly and families with small children. Of course, we're talking about individuals who are experiencing difficult circumstances in their lives, be they physical or financial.

Next, consider what type of hugs you have to offer. Perhaps you might prepare three or four Thanksgiving turkeys with all the trimmings. Live in the country where people heat their homes with a wood stove? Deliver firewood. Live in a cold climate? Add some warm socks or a sweater to your dinner box. It's really not that difficult to come up with ideas that would make a difference to your chosen recipients. If you aren't able to provide "things," consider visiting with some nursing home residents. Brighten their day by listening for a while.

It goes without saying that our country is truly blessed. Although practically invisible to most of us, however, there are some individuals who are being challenged. They need a hug, and we can brighten their lives by way of simple gestures. Make a family project out of it - involve your kids. Do it anonymously. Afterwards, when you get home, we'll leave the light on for you!

2010 Sales to Rise 15 Percent

Home sales will increase 15 percent to about 5.7 million units and REALTOR® income will be up 20 percent in 2010, NAR Chief Economist Lawrence Yun told a packed room of REALTORS® today in a residential economic update at the 2009 NAR Conference & Expo.

Yun credited the home buyer tax credit with unleashing sales on the lower-end of the housing market this year, bringing up to 400,000 first-time buyers into the market who wouldn't have bought otherwise. That influx tightened inventories of starter homes, shored up prices, and helped reduce households' fear over continuing price drops.

This virtuous cycle will continue now that the federal government has extended the credit to mid-2010 and expanded it to make a smaller credit available to repeat buyers and to households with higher incomes. “The key is stabilizing prices and preserving household wealth,” he says.

Yun predicts the supply of homes to stabilize at the historic norm of six to seven months. Homes above $500,000 will remain elevated in the near-term, but that weakness will be offset by a hefty drop in starter-home inventories, which are running at about a five months supply.

The tightening inventory at all price points will help improve market performance by bringing supply into better balance with demand, but the added sales, particularly on the higher end, will also increase the number and quality of the market comparables used by appraisers to assign valuations.
